Comment on the Levelling Up and Regeneration Act (LURA)

The Levelling Up and Regeneration Bill received royal assent on the 26th October and has become an Act. However, a significant proportion of the aspirations set out in the Act require further consultation, technical work and secondary legislation as well as a revised NPPF. 

Three Dragons previously set out some key elements (read more here) of the Bill including on the new Infrastructure Levy, local plan preparation, design codes, infrastructure planning, self and custom build and housing delivery. Responses were also prepared (read more here) to the consultation on the bill and further consultation on the infrastructure levy (read more here). Many of the concerns and requests for further detail set out in these reviews and responses remain, and only time will tell whether the government is able to bring in the reforms it is seeking and whether they will have the desired impact.
